Global challenges as a driver of digitalization of agriculture.
Within the framework of the Kazan Digital Week - 2022 International Forum, a conference "World Challenges in Agriculture" was held in Kazan in September. At the invitation of the organizers, the conference was attended by Oleg A. Motorin, Associate Professor of the Department of Applied Informatics of Timiryazevka, a leading researcher at Rosinformagrotech, who outlined the results of the Institution's research on the subject and reported on the implementation of the Agrotechnexport project by Rosinformagrotech.
The conference was opened by Nail Rinatovich Zalakov, First Deputy Minister of Agriculture and Food of the Republic of Tatarstan, conveying greetings from the relevant Minister of the Republic of Tatarstan Marat Azatovich Zyabbarov. In his speech, Nail Rinatovich noted that new challenges in international relations, the transformation of the technological order create opportunities for the growth of rapid regional development. At the same time, digitalization of agriculture can be a source of new production resources. Tatarstan attaches great importance to these opportunities and creates additional measures of state support for digitalization for agricultural producers.
The federal agenda for digitalization of agriculture was announced by Maxim A. Zakharov, Deputy Director of the Department of Digital Development and Management of State Information Resources of the Agro-Industrial Complex of the Ministry of Agriculture of Russia. In the report, Maxim Anatolyevich pointed out the main points of growth of digitalization of agriculture, noted the strategic frontier of the state for the integration of all information systems of the Ministry of Agriculture of Russia into a single platform for providing agriculture farms with a seamless and convenient information system. Such a platform will allow them to effectively solve both reporting issues and open up new opportunities for business optimization. Taking into account the global theme of the conference, the speaker drew attention to both the issues of import substitution of digital technologies and the consideration of best practices for use in agriculture.
Khaliullin Niyaz Andreevich, General Director of JSC "RIVC" spoke about the Strategy of digital transformation of the agro-industrial complex of the Republic of Tatarstan, using the results of the analysis of world experience. He noted the successful experience of implementing such a measure of state support for the digital transformation of agriculture as co-financing the training of agricultural producers in advanced technologies and approaches to digitalization of farms. He also shared the status of the implementation of the analytical platform "Agropoliya", implemented as a decision support system in the agro-industrial complex of the Republic.
Deputy Chairman of the Government of the Republic of Dagestan in his report
on the topic "Development of agriculture in the Republic of Dagestan: problems and challenges" drew attention to the problems of international cooperation on certain types of agricultural trade and the need to use new digital services for these purposes.
Anar Alirza oglu Jafarov, Head of the Department for Innovative Spheres in Agriculture of the Ministry of Agriculture of the Republic of Azerbaijan, spoke in his speech about innovations and digitalization of agriculture in Azerbaijan. He outlined the challenges and solutions to digital transformation faced in Azerbaijan and presented approaches to address them. At the same time, special attention is paid in the Republic to the development of innovative hubs that allow collecting competencies and consolidating the development of effective solutions.
Vladimir Babak, Deputy Minister of Agriculture of the Tula Region, shared his experience in the development of digital transformation in the Tula region. In his report on the topic "Digital transformation of agriculture as the basis of international cooperation", Vladimir Alexandrovich presented the status of the development of state support measures for farms in the Tula region and, at the same time, outlined approaches to how digitalization tools can become a reliable basis for creating added value of agriculture in the region, strengthen the export opportunities of the region, increase the profitability of agricultural enterprises.
Genzbittel Laurent Andre Sylvan, Professor, Director of the Agrotechnology Project Center of the Skolkovo Institute of Science and Technology, presented a report on the topic "Digitalization opportunities in the value chain of the agro-industrial complex". The report presents how each of the elements of the business process in agricultural production can be digitized and what economic efficiency can be obtained as a result.
His colleague, Jana Belur Ragavendra, Senior Researcher at the Skolkovo Institute of Science and Technology, drew the attention of the conference participants to the issues of greening as the most important tool for increasing productivity in agriculture.
Mikhail A. Mishchenko, Director of the Dairy Market Research Center (DIA), focused on analyzing the efficiency of dairy production in the Republic of Tatarstan as part of his report "The Future of the global dairy industry and the potential of the Republic of Tatarstan". At the same time, taking into account the agenda, he outlined the bleak prospects for the development of the dairy industry on a global scale, associated with reducing the cost of plant-based products alternative to milk.
Mingariev Marat Faridovich, Managing Director of A-Tracker LLC, spoke about the results of studying and generalizing the world experience in the development of applied genetics in dairy farming. He presented the main approaches to conceptualizing the problem and outlined ways to solve them in terms of creating advanced genetic collections in dairy farming.
Oleg A. Motorin, a leading researcher at Rosinformagrotech, Associate professor of the Department of Applied Informatics of the Timiryazev Russian State Agricultural Academy, presented an extensive report to colleagues on the topic "Digital transformation in the context of scientific and technological development of agriculture". The speaker outlined the role of the Federal Scientific and Technical Program for the Development of Agriculture in Russia as a driver in the development of domestic scientific and scientific and technical solutions for agriculture. The author also noted that the implementation of the integrated scientific and technical projects envisaged by the FNTP generates a request for the creation of new types of digital solutions for all 15 subprograms. At the same time, during the digitalization of the agro-industrial complex, it is necessary to develop state support measures based on the needs of agribusiness and the demand for specific types of automation and digitalization solutions in agricultural production.
During the live communication with the participants of the conference, Oleg Alekseevich also informed about new opportunities for the export of digital agricultural technologies and agricultural equipment abroad with the help of Rosinformagrotech with the support of the Ministry of Agriculture of Russia within the framework of the Agrotechnexport project.
