The decision to introduce an increased level of epizootic risk in France was made after consultations with the National Agency for Food, Environment and Labor Safety (ANSES) and the French Agency for Biodiversity (OFB), which recorded active movements of migratory birds and a significant number of outbreaks during the observation period.
